There are many issues with many mobile businesses in the United States and having founded a service company, which turned into a multi-state franchise system in the automotive, trucking and aviation sector, I can tell you that most municipalities do not know how to deal with these businesses.

It starts out in the Business License Department when they have no category for something like a mobile oil change business. Next the applicant is referred to the Zoning Department or Municipal Code Enforcement Department. Of course they do not know what to do. So they decide it might be wise to make rules and regulations.

For the municipality, I know the problem is once they allow one person to do it, more might follow and who is to say everyone will follow the rules? I see that point. But these municipal workers need to understand that they already probably have "Windshield" installers and mobile auto detailing and has that been a problem? If not; why all the fuss. So, I guess that is the other side of the argument.

Oil Change services are not so worrisome, the issue comes if they start offering loads of other services like brakes, transmission, tire rotation and then you have a three-ring circus in business districts, apartment complexes and retail centers.

Next thing you know the competition fixed site auto-repair will contact the local city council members and the municipal workers will have egg on their face for "Letting it Happen" when in reality all they did was approve the oil change rather straight forward business application.
